The Fiscal Year 2024 Notice of Funding Opportunity was released on April 16, 2024. The period of application for the State of Maryland (excluding Montgomery County and Prince George’s County) is Friday, April 19 - Tuesday May 21, 2024 at 11:59:59 PM

If your organization resides in Montgomery or Prince George’s County, you must apply for the NSGP award under the National Capital Region through the District of Columbia.

What is the NSGP?

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), provides an annual competitive opportunity for nonprofit organizations in the form of the Nonprofit Security Grant Program (NSGP). The NSGP provides funding for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist or other extremist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

In assessing the national risk profile for Fiscal Year 2024 DHS/FEMA has determined their main priority to be: Enhancing the protection of soft targets/crowded places


Additionally, DHS/FEMA has identified several enduring security needs priorities for securing communities:

  1. Effective planning

  2. Training and awareness campaigns

  3. Exercises


The Nonprofit Security Grant Program is designed to specifically address the Safety and Security Community Lifelines while supporting the following Core Capabilities established in the National Preparedness Goal. Core Capabilities that are enhanced by the NSGP include:

  • Access control and identity verification

  • Cybersecurity

  • Infrastructure systems

  • Intelligence and Information Sharing

  • Interdiction and disruption

  • Long-term vulnerability reduction

  • Operational coordination

  • Physical protective measures

  • Planning

  • Public information and warning

  • Risk and disaster resilience assessment

  • Risk management for protection programs and activities

  • Screening, search, and detection

  • Situational assessment

  • Threats and hazards identification

The Nonprofit Security Grant Program offers two funding opportunities for projects: Urban Area and State (non-urban areas). The map and list below categories the Maryland jurisdictions into these two categories: A map depicting the State Area, Baltimore Urban Area, and National Capital Urban Area.

About NPS

The National Preparedness System (NPS) consists of six parts:

  • Identifying and Assessing Risk
  • Estimating Capability Requirements
  • Building and Sustaining Capabilities
  • National Incident Management System
  • Planning to Deliver Capabilities
  • Validating Capabilities
  • Reviewing and Updating

About NIMS

The National Incident Management System (NIMS) guides all organizations to work together to prevent, protect against, mitigate, respond to and recover from incidents.


Organizations applying for a grant under the NSGP are encouraged to adopt NIMS as it applies to their organization. The Maryland Department of Emergency Management is recommending the following virtual courses from the Emergency Management Institute be completed as part of the of adopting NIMS:

  • IS-700.a National Incident Management System (NIMS), An Introduction
  • IS-100.b - (ICS 100) Introduction to Incident Command System
